• Development of harmless, safe industrial processes and methods in fulfilment of all operations for jobs creation excepting industrial injuries.
• Suppling with necessary equipment, tools and maintenace in safe condition.
• Participation in solving matters of health protection and labour safety, preservation of environment.
• Manpower resources providing for using safe and harmless methods by personel.
• Systematically and planning decision of the solving problems concerning the safety measures of objects and personnel.
• Various accidents and other extraordinary measures caused by neglect of management,s duty.

The policy of JS "CNPC-International Aktobe Petroleum" provide obligatory observance of acting legislative deeds for all management levels.
Departmental system of labour safety and preservation of environment provide the usage of JS "CNPC-International Aktobe Petroleum" managing documentation for matters, which do not regulated by legislative and standard deeds.

The main quantitative indices of efficiency are:

• Decreasing of common quantity of infringements, first of all, dangerous in prohibition of working conditions;
• Reducing of quantity of compulsory stoppages, pollution of environment and volume of pecuniary damage;
• Decreasing of accidents, fires, transport accidents and connecting with them pecuniary damage.
• Reducing of risk of damages, pollution of envitonment.

Departmental conrol and analyses of labour protection and preservation of environment in JS "CNPC-International Aktobe Petroleum"

Special regulation of departmental control, labour protection analyses and preservation of environment provides usage of main preventive measures applied by JS "CNPC-International Aktobe Petroleum". The main preventive measures provide warning of industrial injuries, accidents, fires, explosions, pollution of environment, compulsory stoppages of objects.

The main types of departmental control are:

• Efficient control for labour protection analyses and preservation of environment implementing by managers and engineering staff.
• Completing level of departmental control - periodical information about object,s condition, consideration of labour protection analyses and preservation of environment with requiring decisions.

Departmental control for labour protection analyses and preservation of environment is implemented by managers, engineering staff, chief specialists, headmasters, shop foremen of JS "CNPC-International Aktobe Petroleum" with participation of trade unions.

According to annual plans and created regulation of labour protection system efficient control is carried out in four levels: I and II levels are implemented by managers of objects, III - specially established commitee of enterprises and IV level - commitee of staff JS.

Committee,s activity is examined in enterprises,s conferences once per quarter and in JS "CNPC-International Aktobe Petroleum" totally once per half-year.

Public control for keeping strictly to the requirements of labour protection is carried out by authorized representatives selected in all enterprises and JS "CNPC-International Aktobe Petroleum".

In accordance with requirements of norms and standards of industrial safety existing in Kazakhstan departmental tis fulfilled for technical safety of objects.

Safety measures training of industrial activity in JS "CNPC-International Aktobe Petroleum"

Special regulation for training employees is created in JS "CNPC-International Aktobe Petroleum".
The document provides:

• carrying out of all types of instructions (introductory, primary, extraordinary and having a special purpose)
• verification of knowledges

Managers implement total management and bear their,s responsibility for organization and training of employees in JS "CNPC-International Aktobe Petroleum". Methodical management is carried out by Department of manpower resources and Department of labour protection, preservation of environment and safety measures.

Labour protection financing

Preventive measures providing improvement of labour safety measures and reducing of sickness rate are worked out in accordance with the analyses of conditions of work and total sickness rate annually.

At the expenses of JS "CNPC-International Aktobe Petroleum" financial charges are paid.

Within six years JS "CNPC-International Aktobe Petroleum" implement insurance against industrial accidents according to the requirements of the law of Republic of Kazakhstan "Labour protection".

Providing of safety measures of work

According to the regulation and norms all employees of JS "CNPC-International Aktobe Petroleum" are provided by overalls, detergents and milk free of charge.

Annually the examination of industrial objects is carried out in accordance with the schedule.

The divisions of JS "CNPC-International Aktobe Petroleum" have list of occupations and works including harmful conditions of work.
All employees of JS "CNPC-International Aktobe Petroleum" have advantages and privileges for harmful conditions of work according to the Regulation.

In accordance with the Orders of Commitee of Public Health of Ministry of Public Health, education and sport № 278 dated 1999.05.24, all employees should be examined by medical comission at the expenses of JS "CNPC-International Aktobe Petroleum".
JS "CNPC-International Aktobe Petroleum" from the 2003 fulfil medical insurance of all employees in full medical supplying.

Preservation of environment

In JS "CNPC-International Aktobe Petroleum" ecology staff is followed by main documents:

1. "Law of preservation of environment in Kazakhstan"
2. Departmental system of labour protection and preservation of environment
3. Other standard documents.

JS "CNPC-International Aktobe Petroleum" include in their,s staff departmental laboratory of control of environment supplied with required means. The personnel of laboratory consist of 15 employees. Annually the laboratory carries out more than 30 thousans analyses for atmospheric air, surface and subterranean water sources, soil, sewage.

Some measures are implemented under schedule of environment control approved by regional management of preservation of environment.

The programme of industrial monitoring of environment is worked out with due regard for requirements of standard documents and submitted for approval of the State Body of preservation of environment and medical-epidemiological divisionl.

Once per quarter the statement of implemented work should be considered in the State Body. From 1999 under fulfilment of measures for rational using of natural resources JS "CNPC-International Aktobe Petroleum" have completed the construction of important nature preservational objects:

• gas pipeline "Zhanazhol-Aktobe" by length 232 km. supplying the population of region with cheap local gas;
• the first level GTES-48 for local electric power production increasing the utilization of associated petroleum gas;

Stable increasing of gas opening-up and utilization have been started from that time. Reconstruction of hydrogen sulphide stripping units and construction of new Zhanazhol gas processing plant increase gas utilization. In 2003 was subjected to utilization 927 million.m 3, in 2004 - 1 535 million m. 3 (increasing 65,6%).

JS "CNPC-International Aktobe Petroleum" have started the construction of the third Zhanazhol gas processing plant which provided utilization of associated petroleum gas and decreasing of burned out gas. The output of the opening-up will be 6 milliard.m 3 gas per year.

After putting into operation of the third Zhanazhol gas processing plant the total output will be 8,2 milliard.m 3 per year for associated petroleum gas opening-up.

JS "CNPC-International Aktobe Petroleum" increase financing of preservation of environment measures: 2000 - 771 mln.tenge, 2001 - more than 900 mln.tenge, 2002 - about 1 milliard tenge, 2003 - 1.8 milliard tenge, 2004 - about 2 milliard tenge.
